Die Jugendlichen sagen, sie hätten keinen vergleichbaren Ort, an dem sie sich treffen könnten.
The teenagers say they have nowhere comparable to meet.
Hätten clearly marks the reported claim: plural haben would look like the indicative. Here könnten describes a possible place to meet within that claim.
Ihre Vertreterinnen und Vertreter erklären, sie könnten sich private Clubs nicht leisten.
Their representatives explain that they cannot afford private clubs.
Plural können is identical in Konjunktiv I and the indicative, so könnten makes the reporting explicit. It does not make their financial difficulty hypothetical.
Die Organisatorinnen und Organisatoren sagen, sie seien offen für alternative Vorschläge.
The organisers say they are open to alternative proposals.
Seien is already distinct from indicative sind, so no replacement is needed. Wären is possible in indirect speech, but is not required by the replacement rule here.
Mehrere Eltern sagen, sie würden ein von der örtlichen Gemeinschaft betriebenes Zentrum unterstützen.
Several parents say they would support a community-run centre.
The English already expresses hypothetical willingness. Würden unterstützen preserves that meaning inside the reported statement; it is not merely a reporting signal.

Brauchen would not visibly mark indirect speech, and brauchten could be read as indicative past tense. Würden brauchen makes the reported reading clearer in this context.

Replacement forms when Konjunktiv I is not distinct
In clearly marked indirect speech, use Konjunktiv II when the relevant Konjunktiv I form looks identical to the indicative. With plural sie, this applies to haben and können. These replacement forms can report present facts; they do not automatically express doubt, past time or an unreal situation.

Why wären is a special case
Wären can occur in indirect speech, but it is not needed to resolve an identical Konjunktiv I form: seien already differs from indicative sind. For a neutral, clearly marked report, retain seien. If wären appears, the reporting context may identify it as reported speech, but a hypothetical reading is also possible.

Würden plus infinitive and the role of context
If the simple Konjunktiv II form also looks like an indicative form, würden plus infinitive can make the report clearer. However, this construction can also express genuine hypothetical meaning. Check the original claim and the surrounding context rather than interpreting würden on its own.
