Acknowledging something without conceding its consequence
Concessive bei + all- + dative noun means 'for all', 'despite' or 'much as'. The speaker acknowledges a real consideration but rejects an expected consequence: understanding someone's concern does not mean giving up the freedom to question.

Dative forms in the concessive phrase
Bei governs the dative. Without another determiner, all- takes the endings -em, -er or -en. Before a possessive determiner, uninflected all is natural; the possessive carries the dative ending. Dative plural nouns normally add -n where possible.

Concessive meaning, placement and tone
Conditional bei gives circumstances under which something applies; concessive bei acknowledges something that does not prevent the main statement. Context matters: all- alone does not guarantee a concessive reading. An integrated opening bei phrase takes the first position, followed by the finite verb, with no comma. These openings can sound measured but also distancing if the acknowledgment feels merely formulaic.
