Clause-final verbs and placement of auch immer
The subordinate clause has its finite verb at the end; in a perfect-tense clause, the participle precedes the final auxiliary. Auch immer need not immediately follow the question word: subjects and other material can intervene. A comma separates the subordinate clause from the main statement. These concessive clauses can stand outside the main clause's structure, so a complete subject-first statement can follow.

Not a question, not a wer … der generalisation
An ordinary question requests an answer; an indirect question reports something unknown. An auch immer clause instead makes that unknown irrelevant to the validity of the main statement. A wer … der generalisation describes what applies to people meeting a condition; wer auch immer here leaves a particular person's identity open and says what holds regardless.
