Insofern points forward to an als clause that specifies in what respect the main statement holds. It qualifies the statement rather than making an unrestricted claim. Adding nur explicitly excludes other grounds or respects. This construction is precise but somewhat formal.

Comma placement and clause-final verbs

In this split construction, insofern belongs to the main clause and a comma precedes als. The als clause has subordinate-clause word order: its finite verb comes last. With a modal verb, the infinitive precedes the final finite modal.
