Der Vorsitzende sagt, der Vorschlag sei noch nicht genehmigt.
The chair says the proposal has not yet been approved.
Sei marks indirect speech; sei noch nicht genehmigt reports the proposal's current approval status. It does not itself suggest disbelief.
Die Anwohner erklären, sie hätten widerstreitende Prioritäten.
The residents explain that they have conflicting priorities.
Konjunktiv I haben would look identical to the indicative, so hätten makes the reporting explicit. Here it is not hypothetical.
Der kürzlich überarbeitete Entwurf verdient eine gründlichere Lektüre.
The recently revised draft deserves a more careful reading.
Kürzlich überarbeitete compresses information about a completed revision into a Partizip II attribute. Eine gründlichere Lektüre is a compact nominal expression.
Ohne angemessene Durchsetzung würden die Beschränkungen kaum etwas bewirken.
Without adequate enforcement, the restrictions would achieve very little.
Ohne plus accusative expresses a missing condition. Würden ... bewirken describes a hypothetical consequence, unlike the reporting replacement hätten above.
Es sind die ungleichen Auswirkungen, die mir am meisten Sorgen bereiten.
It is the unequal impact that concerns me most.
The focus cleft highlights the unequal effects rather than some other concern. Sind agrees with the plural focus phrase die ungleichen Auswirkungen.
So vernünftig das Ziel auch ist, die Formulierung bleibt zu weit gefasst.
However reasonable the aim is, the wording remains too broad.
So ... auch concedes the aim's reasonableness without accepting that the wording is therefore suitable. Ist comes last in the concessive clause.
Die Zusammenfassung ist ausgewogen, außer dass sie Schichtarbeitende außer Acht lässt.
The summary is balanced, except that it overlooks shift workers.
Außer dass identifies a factual exception to the positive assessment; it does not introduce a condition that would invalidate it.
Der Vorsitzende bittet, man möge Einwände vor der nächsten Sitzung einreichen.
The chair asks that objections be submitted before the next meeting.
Möge ... einreichen reports a request in formal indirect speech. It preserves the request rather than claiming that objections have already been submitted.

Review: reporting claims and requests
Konjunktiv I attributes information without automatically questioning its truth. When its form matches the indicative, use a clear Konjunktiv II replacement. Reported requests with möge retain their request force.

Review: compact policy language
Nominal expressions package actions as topics for discussion. Participial attributes condense information before a noun: Partizip II typically describes completed or passive situations, Partizip I ongoing active ones, and zu plus Partizip I something required or possible.

Review: focus, qualification, concession and exception
Choose the structure that matches your judgement: focus a concern, limit an assessment to one respect, concede a strength or identify a factual exception.

Review: evaluating the source and strength of claims
Subjective modal uses indicate how a claim is presented. Dürfte gives a cautious inference; sollen attributes an unverified claim to others; wollen with a perfect infinitive attributes a claim about an earlier action to the subject.

The policy is likely to help, provided that the municipality ensures adequate enforcement.
